Crew accounts can approve an expense before it lands

Crew accounts are small teams paying for things on the road, and one of them put it plainly: the budget is not real if anyone can spend against it without being seen. From this build, a Crew budget can hold an entry back until someone approves it.

How approvals behave

• An entry that is waiting shows on the week's list, greyed, and does not change the total.

• Approving it moves it into the week it was spent in, not the week it was approved in.

• Turning approvals off leaves everything already approved exactly where it is.

• Solo and Household budgets are unchanged; nothing needs approving there.

The approvals list is still in wireframe while we draw it, which is where the screenshot above comes from. It ships behind a setting that is off until you turn it on.
